2010 Roadway Projects

S. 51st St. ARRA Project – W. Grange Ave. to W. Loomis Rd. (STH 36)

The Village of Greendale and the City of Greenfield jointly applied for and received federal stimulus funding to assist with the reconstruction of S. 51st St. between W. Grange Ave. and W. Loomis Rd. (STH 36).

Beginning in the spring of 2010, S. 51st St. will be reconstructed with two driving lanes, bicycle accommodations, curb and gutter, drainage improvements, sidewalk improvements, enhanced signing and pavement markings. The roadway will be closed to thru traffic during construction and allow for local property access. Project work is anticipated to be completed in the fall of 2010.

W. College Ave. (CTH ZZ) ARRA Project – W. Loomis Rd (STH 36) to S. 51st St.

Milwaukee County has received federal stimulus monies for the rehabilitation of W. College Ave (CTH ZZ) from W. Loomis Rd. (STH 36) to S. 51st St.

Beginning in the spring of 2010, W. College Ave will be rehabilitated with new asphalt pavement (2 lane road), curb and gutter in some locations, storm water management ponds, drainage improvements, bicycle accommodations, school loading zone improvements, pavement markings, and signage. The roadway will be constructed in segments to allow for local traffic to access neighborhoods and the College Park elementary school property.

Residents of the "R" Section will always have access to and from their homes and emergency access to the subdivision will not be compromised. Residents of the Riverdale/Radburn area will need to use the Loomis Rd. intersection during the western phase of the project. Residents of the "R' section streets that intersect Root River Dr. will always have the option of using the Russell Dr. exit to S. 51st. St. and at least one of the Root River Dr. exits onto W. College Ave. Residents who live in the lower "O" Section will need to use W. Ramsey Ave. to leave the subdivision during the western phase of the project.Village staff will work closely with Milwaukee County (the owner of W. College Ave.) and all contractors to minimize any inconvenience to the public.

W. Loomis Rd. (STH 36) Rehabilitation Project – South Village Limits to North Village Limits

The Wisconsin Department of Transportation will be rehabilitating the asphalt pavement on STH 36 through the Village of Greendale in the 2010 construction season. Improvements include base repairs, new asphalt pavement, signal and geometric improvements at intersections, signing and pavement markings.

Root River Parkway Bridge Replacement ARRA Project ¼ Mile West of STH 36

Milwaukee County has received federal stimulus monies to replace the bridge over the Root River on the Root River Parkway during the summer of 2010. It is anticipated that the bridge work will necessitate the closure of the Root River Parkway road between STH 36 and S. 76th St. (CTH U) while the work is being done.

Candidate Forum Set for March 23

The Greendale Chamber of Commerce and the League of Women Voters of Milwaukee County will once again conduct their annual Greendale Candidate Forum to educate voters on the upcoming local Greendale elections. The Candidate Forum will be held on Tuesday, March 23, 2010 from 6:30-8:30 p.m. in the Courtroom of the Greendale Safety Center (5911 West Grange). The Forum will be for the Village Trustee election (3 candidates for 2 seats). All of the candidates have been invited and are expected to participate. The candidates are listed below.

Village Trustees serve three-year terms. The date of the election is Tuesday, April 6, 2010.

The Candidate Forum is an open format to allow the candidates to answer questions posed by the audience and non-biased questions through a moderator. Each question will be directed to all candidates. All moderation, timing and sorting of questions will be done by the League of Women Voters to ensure impartiality to the proceeding.

The Chamber of Commerce will once again organize and host this event. The public is welcome to attend and the local media will also be invited. Residents can enjoy this event and an opportunity to personally meet and discuss concerns with the candidates following the Forum.

The purpose of the Forum is to introduce and educate Chamber members and the citizens of Greendale to the issues facing their community. As an organization, the Greendale Chamber of Commerce will remain non-partisan and will not endorse any of the candidates.

Notice of Hearing: Village of Greendale Tax Incremental District

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Plan Commission on Tuesday, February 16, 2010, in the Court Room of the Greendale Safety Center located at 5911 W. Grange Avenue in Greendale, WI at 7:00 p.m. (Or as soon thereafter as is practical) to consider the creation of Tax Incremental District Number One, Village of Greendale, including proposed boundaries and Project Plan therefore.

The proposed Tax Incremental District Number One, Village of Greendale, is comprised of approximately 25 acres and located in the vicinity of 5400 South 76th Street (southern portion of the Southridge Mall property).

Notice of Public Hearing: Special Use/Sign Permit at 5201 S. 76th St.

NOTICE IS HEREBY GIVEN that the Village Board of Trustees of the Village of Greendale will conduct a Public Hearing as part of its regularly scheduled Board Meeting on Tuesday, February 16, 2010 at 7:00 p.m. in the Court Room at the Safety Center, 5911 W. Grange Avenue, Greendale, Wisconsin to consider the following matter:

A Special Use/Sign Permit Application to replace the existing free-standing sign with a new combination fixed and L.E.D. display sign at 5201 S. 76th Street, Greendale, Wisconsin in accordance with Section 17.36(3) of the Greendale Zoning Code.

Copies of the request letter and public hearing materials are available in the office of the Village Manager in Village Hall, 6500 Northway, Greendale, Wisconsin during normal business hours (Monday through Friday, 8:00 a.m. - 4:30 p.m.).

All interested persons are invited to attend and be heard. Property owners within 100’ of the subject property are given Notice of Special Use Public Hearings.

Whenever it is most practical for the Board and the persons interested in the Public Hearing items, the Board will act on the Public Hearing immediately following the conduct of the hearing rather than later in the agenda.

Proposed Tax Incremental Financing District

The Village is considering the creation of a Tax Incremental Financing District to promote redevelopment at Southridge Mall. Below is a link to a draft of the Project Plan for the proposed district. The document is the Project Plan (“Project Plan”) for Tax Increment District Number One, Village of Greendale (the “District”). The Project Plan has been prepared in conformance with the provisions of Wisconsin Statutes Section 66.1105 (the “Tax Increment Law”).

Tax Increment Financing is simple in concept. TIF calls for local taxing bodies to make a joint investment in the development or redevelopment of an area, with the intent that any short term gains be reinvested and leveraged so that all the taxing bodies will receive larger financial gains in the future. The funds for this investment do not come from current tax revenues, but from the additional generated by the new development. These new revenues are generated by increased public and private investment in identified, underperforming, areas.

When a TIF redevelopment project area (often called a TIF district) is created, the value of the property in the area is established as the “base” amount. The property taxes paid on this base amount continue to go to the various taxing bodies as they always had. It is the growth of the value of the property over the base that generates the tax increment. This increment is collected for use by the municipality to make additional investments in the TIF project area. This reinvestment generates additional growth in property value, which results in even more revenue growth for reinvestment.
