Village Hall Update for November 15

Last week was eventful with the announcement on November
11 that Simon Property Group and the Village of Greendale had
formed an alliance to redevelop Southridge Mall and the 76th Street
corridor.
Simon has committed to a multi-million dollar redevelopment of Southridge, $10 million of which will be borrowed and repaid through a proposed Tax Incremental Financing (TIF) district, without any cost to other Greendale taxpayers. Simon Property Group expects to start the renovations in next spring and finish most of the work by the 2011 holiday season.
The Village hopes the renovations attract new tenants and development along 76th Street, and has recently seen significant interest from retailers.
Under the proposal, the Village would create a tax incremental financing, or TIF, district for Simon-owned portions of the mall and parking lots, excluding Boston Store, JCPenney and Sears, which are owned by each of the retailers. The Village has proposed making a $10 million TIF loan to the project to be paid back over 20 years. For more information on the TIF District, please click here.
It should be noted that Greendale home and business owners will not pay one additional penny in taxes to support this redevelopment. On the contrary, once the loan is repaid, the additional taxes paid by Southridge will provide tax relief.
In recent years, our Village leaders have been encouraged, by residents, community leaders and business owners, to explore the various options for energizing a revitalization of Southridge and the surrounding 76th Street commercial area. We believe this is a huge win for the Village, especially given the struggling national economy.

November 2 Village Board Meeting Review
The Village Board considered a number of items at their previous meeting. The Village referred a recommendation from staff to begin discussing the creation of a traditional neighborhood development ordinance as required under State law to the Plan Commission for their review and consideration. This item will then be acted on at a future meeting of the Village Board. The Board also reviewed the Village’s financial status with the Clerk-Treasurer. They also meet in closed session to discuss contract negotiations with the Village’s represented employees and economic development efforts in the Southridge Mall Area.
November 16 Village Board Meeting Preview
On Tuesday, November 16, the Village Board will consider several items. They will consider approving the Greendale Village Business Associations’ Dickens of a Christmas event for Friday, December 3. The department heads will present their monthly reports and the Board will meet in closed session to discuss contract negotiations with the Village’s represented employees. An additional meeting in closed session will take place to discuss economic development efforts in the Southridge Mall Area and the planned multi-million dollar redevelopment of Southridge Mall.
Annual
Holiday Tree LIghting Ceremony on November
26
The Greendale Chamber of Commerce, in conjunction with the Village of Greendale will conduct the Village's Annual Tree Lighting Ceremony on "Thanksgiving Friday", November 26 in front of Village Hall. The ceremony beings at 6:30 p.m.
The Greendale High School Choir will accompany the crowd in a community sing-a-long of carols and Village President John Hermes will lead the crowd in counting down the lighting of the holiday lights located throughout the Village Center. Shortly after, Santa Claus will arrive and provide treats to all the "good little boys and girls."
The Tree Lighting Ceremony will also welcome the United States Marine Corps Reserve and their Toys for Tots program. Attendees of the ceremony are asked to remember the less fortunate children of the area and make monetary donations to support this worthy program.
Health Department Community Survey Now On-Line
The Greendale Health Department is conducting a community health assessment as part of strategic planning to focus the efforts of the department in the Village of Greendale. As part of the community health assessment, the Greendale Health Department is conducting a confidential on-line community survey.
"The purpose of the survey is to get resident input on what they feel are the greatest health issues that the Health Department and its partners should address," says Susan Shepeard, Health Director/Health Officer for the Greendale Health Department. "It also assesses [community] awareness of the services of the Health Department and the resident's opinion on the how important these services are to them."
To take the survey on-line, please visit www.orghealth.com/ghd. The results of the survey will be summarized by an independent researcher and reported back to the Health Department. Resident input will help the Health Department identify and plan the work for the future.
"Feel free to share this information with your neighbors, friends and community groups," said Shepeard. "The more input we have, the better it will be for planning."
